Are you claiming your father as a dependent on your tax return? If he is a dependent on your tax return you can enter the amount you paid for his health insurance on your return as a medical expense. If he is not your dependent, then no, you cannot use it.

Perhaps. If you can claim your father as a dependent, you can take the deduction for his insurance.

If you cared for an elderly parent, even if they don't live with you, your parent may qualify as your dependent.

They are not claimed as dependent by anyone else.
They are US citizens.
You must provide more than half of your relative’s total support each year.
The parent may not have income that exceeds $4,700 (tax year 2023)
