The payment screen is in step 1 of the FILE tab but until all your forms in your return are ready for efiling in the REVIEW tab you cannot move forward ... go back to the REVIEW tab to see what is holding you up.

Maybe you are waiting for some forms. Click Review to see if you are missing some forms needed in order to e-file.
