It's probably New York City income tax withheld. Where are you seeing NY CIW? Is it in box 14 on your W-2? There are no rules or standards for the information in box 14, or for any abbreviations that are used. The employer can put pretty much whatever they want in that box. If there is something you don't understand, you should ask the employer to explain it.

City income tax is supposed to be in box 19 of the W-2, not box 14.

I am seeing it on my paystub ... but City Income Tax would make sense

Do you work for a private employer in New York City, or do you work for the city itself? In one of your other posts you said that you are a New Jersey resident, so you should not be paying New York City income tax. But nonresidents who work for most branches of the city government do have to make Section 1127 payments to the city. Could that be what NY CIW is? Technically Section 1127 payments are not a tax. Does the NY CIW amount on your pay stub appear in box 19 of your W-2, or anywhere else on your W-2?

Again, you have to ask your employer what it is.
