Found article from 2019 by Expert Alumni PaulaM suggesting this can be entered as Misc Income (under Less Common Income)

That worked!

You can enter the foreign pension income on Form 1040, schedule 1 line 8z "foreign pension". the IRS has nothing to match it to like it does for US pensions for which you get a 1099-R. unless the pension receives special tax treatment, it is perfectly OK to report it as Miscellaneous Income.

Income from a Defined Benefit plan is not taxed in Alabama. If I enter it as Miscellaneous income, or as income from Schedule 1 8z, it is not identified as retirement income when it transfers to my state taxes, so there's no way to mark it as not-taxed. If the 'foreign address' box is checked on the substitute 1099-R, turbotax should be smart enough to not croak on a blank EIN.
