No. Federal and state returns are processed by two completely separate entities. There is no rule for which one will arrive first. The IRS and your state do not coordinate sending your refunds at the same time.

No, the IRS and State are two separate agencies. They do not have an option to receive a refund at the same time. Your Federal and State refund will arrive separately.
