I though with turbo tax I get to file 5 returns federal and state. I know I have to pay for 4 state returns and one is free. I filed 2 returns already and had to pay for 2 state returns how do I apply for the free one

You get one State return free with purchase of TT. That is the software to DO the return, not to file it. Cost $20 to FILE the state return.

TurboTax CD/Download software includes five federal e-files, and you can prepare and print unlimited state returns for one state. If you need to file in more than one state, you can purchase additional states from within TurboTax. In addition, there is an e-file fee for each state return you e-file. Currently this fee is $20, but it may increase as the tax season progresses.
