    <description>&lt;P&gt;I am wondering if I am making this unnecessarily hard.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;His only income this year came from his SSDI which is reported on his SSA-1099 and his SSI income which does not send out any forms. He has 0 taxable income on his 1040 and -8,100 taxable income on his Georgia form 500 after completing his returns using Turbotax.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I am wondering maybe the best and the simple thing to do is not file the federal and state return.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Any suggestions?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>

      <description>&lt;P&gt;You generally have to include copies of forms on which you have tax withheld (like W-2, 1099-R, 1099-MISC, etc.).&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;You can't withhold tax on a 1099-SA, so I would say no.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;P.S., &lt;A href="https://dor.georgia.gov/it-511-individual-income-tax-booklet" target="_self"&gt;See Instruction Booklet on page 6&lt;/A&gt;:&amp;nbsp;"Completed the Income Statement Detail section where Georgia income tax was withheld on Forms W-2s, 1099s, G2-RPs, G2-LPs, G2-As, and/or G2-FLs. Attached/included the forms with my return." But, this refers ONLY to forms where Georgia tax was withheld.&lt;/P&gt;

      <description>&lt;P&gt;Social Security benefits are not taxable in Georgia (&lt;A href="https://dor.georgia.gov/retirees-faq" target="_blank"&gt;see item 1 in the Retirees FAQ&lt;/A&gt;). Therefore, no Georgia tax would be withheld on SS income, so no need to attach the SSA-1099 to the Georgia return.&lt;/P&gt;</description>

      <description>&lt;P&gt;&lt;SPAN style="font-family:Arial, Helvetica, sans-serif;font-size:14px;"&gt;If there is no other income to report except for Social Security benefits reported on form SSA-1099, then there is no need to file either return. &amp;nbsp;The Social Security benefits would only become reportable and possibly partially taxable if there was other income to report. &amp;nbsp;The SSI income is not taxable or reported on either tax return.&lt;/SPAN&gt;&lt;/P&gt;
