That line includes the total tax withholding for Fed, State and Local that shows on your W-2 forms, or any other forms you entered in the Wages&Income section...so yeah...it will almost always show something.

IF you had information transferred in from your 2017 file, it may also include some state/local taxed paid in 2018...but paid for 2017 state/local income taxes. Why those? because those payments are potential Federal income deductions should you have sufficient deductions to be using itemized deductions this year.
