    <description>The postmark date was before 4/15, so I was on time. But now it looks like either my mail is missing or they just stopped tracking. Do I re-file? But then does this mean I filed late? I don't owe tax payments, just a refund from state. I didn't think USPS would mess up again, so I also wasn't able to file an extension..&lt;BR /&gt;&lt;BR /&gt;Thank you.</description>

      <description>&lt;P&gt;If you don't owe anything, there is no penalty.&amp;nbsp;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Also, sometimes tracking stops but the mail is not lost it's just tracking has stopped updating.&amp;nbsp; You may want to wait a couple of days to see if it was lost and contact the state treasury department prior to resending.&lt;/P&gt;</description>

If they still haven't received my forms, then I re-file, but there won't be any penalties? Should I provide any proof that I did originally filed on time? Thank you.</description>
