The TurboTax Free online edition does not support From 1099-C. You needed to upgrade to the Deluxe online edition to report the Form 1099-C. The Deluxe online edition is $39. If you also have a state tax return that is an additional $39. Or if you requested to have the TurboTax account fees paid from the federal tax refund the service charge for that option is $39.

Yes, that is correct. I have listed below the link that shows the forms that are included in the free version of TurboTax. A 1099-C automatically bumps you into the Deluxe version, which is a pay version. If you have not yet paid and your other income is relatively small, you can check the IRS free file page to see if you qualify to file directly with the IRS. I have also given you that link below.
