It depends if he is a bona fide resident of Puerto Rico, and if he had income from the U.S. Can you clarify if you moved to the U.S. permanently?

See Topic No. 901 Is a Person With Income From Puerto Rico Required to File a U.S. Federal Income Tax Return?

Yes, he is a bona fide resident of PR... I only get ssa disability, and go back and forth between PR and FL due to family health issues. I dont know where I can file my taxes at this point bc we file jointly.

Because he is bona fide, he will only have to file in Puerto Rico- unfortunately TurboTax does not do the Puerto Rico return. Because you only have SSDI, you do not have to file a tax return, but could file jointly with your husband on the PR return.
