boxes 15 -20 are only needed if the state taxes wages

these states don't tax wages

Box 15 of TurboTax's W-2 form consists of two parts, the two letter state identifier and the employer's state tax ID. Do not combine the two-letter state identifier in the box with the employer's state tax ID even though they might be shown as a single group of characters on the W-2 provided by the employer.

If there is nothing in boxes 16 & 17 on the W-2 then leave boxes 15 thru 20 blank in the program as they are unneeded.
