In 2022 I got a refund check from a tax reassessment of 2020's tax year (according to 2020's transcript on the IRS website.)

Under Iowa returns, it asks for "Federal Income Tax Refund received in 2022 for tax years from 2021 or prior years." And then it has the refund auto-filled in from 2021's tax year.
Do I add this refund from 2020 to this at all?

A federal income tax refund does not get entered anywhere in your federal tax return. It does not affect your tax for the year that you receive it.

OP MODIFIED THE QUESTION AFTER REPLIES WERE POSTED.

What state?

If it says "for tax years from 2021 or prior years" it seems clear that it is telling you that you should add the 2020 refund. But every state has different forms and rules, and only a few states consider federal income tax on the state return. If you tell us what state it is, maybe someone who is familiar with that state's taxes can provide more information.
