It appears through the "State forms availability with TurboTax", many of the NC forms (underpayment) will be available 02/09/2023. It will not let me submit mine now so I'm assuming this is the problem.

Yes, you are correct. TurboTax will not let you file unless all forms are ready.

TurboTax does not support Form NC D-422, Underpayment of Estimated Tax by Individuals for e-file. If you were wanting to file electronically, you will have to file by mail when the form is ready on or about Feb. 9.

You can check the status of an NC form at North Carolina Individual Form Availability.

The form is available for print on NC site as Feb 03

Do not see why this impacts E-File since you use this form to calculate Penalty, but do not file with your return.

Turbo tax continues to lag competition in form availability.

If the form is available you may want to update your software.
