Are you trying to transfer a 2021 return into 2022? How did you do 2021 last year? Online or on the Desktop program? The iPad app is just a portal to the Online version. You have to use the full Online version from a computer to do the transfer. See this

You could start the online program from the computer to transfer the prior year file and then continue the online filing by logging into the online program from the tablet.

You can't install the program on an iPad. Has to be a full Windows or Mac computer computer. What are you trying to do? You can transfer 2021 into the Online version.
