You would have to recreate the federal return in TurboTax and then print and mail the state return.

When you use TurboTax the information flows from the federal return to the state return. So using TT to prepare a CA return for 2021 would require you to use the CD/download software for 2021 to prepare a federal return that exactly matches the one already filed, then using the software to prepare the state return.

Or ....you could get the state form from the state site and prepare it by hand. You will need information from the federal return.

A 2021 return cannot be e-filed. It has to be printed, signed and mailed.
