It's not clear what you mean "mentioned" installment. Installment agreement is something you choose as a method of payment for your tax. You then fill out a 9465 and file it with your return. there's no decline in tax owed because an installment request can be declined by the IRS. If you didn't file one, the IRS will likely debit your full amount.
