I added a dependent because I just had a baby this year, and somehow it decreased my tax with holdings to "0". So, I am asking what to put as the amount of taxes to be withheld.

Depending on your annual pay and filing status a zero withholding may very well be correct. But if you want to have withholdings again you can either (A) remove the child on the W-4 and/or (B) enter a flat amount on line 4C to have withheld per pay period.

@harmburr - with a child, you are eligible for a child tax credit of up to $2,000 and you may be eligible for Earned Income Tax Credit, so it may be quite appropriate that the withholdings are zero.
