Trying to fill my TAP application but line 37 on IT-201 is blank so do I just put 0?

It doesn’t show a number for that, it’s just blank

Is line 34 greater than line 33? If so, you have no taxable income. Report zero.

Line 37 is taxable income. You may qualify for a credit so you should finish going through the program. Let the program review the state return and look for errors. Once the program is happy, then you can safely file.
