If your income qualifies, IRS is keeping Free File open until Nov 17.

Pick one of the providers that include State tax return.

If you already filed your Federal tax return, you have to select the file-by-US Mail option and mail your state return.

You are too late to use online TurboTax to prepare or e-file a 2021 return. Online tax preparation and e-filing are permanently closed for 2021 returns. If you have not finished preparing your state return you can use the downloaded CD/download program on a full PC or Mac to finish, and then your return must be mailed in. You cannot e-file. Print it, sign and date it in ink, and mail it to the state.
