Who sent the check ? The IRS, State or the third party processing bank ? You have to contact the sender to correct this address issue.

The IRS send the check. When i open the IRS site with information about my refund status it says -

Your refund check was mailed to you and returned by the post office as undeliverable. To ensure delivery of your refund, we need your current address.

Ok ... simple fix ... mail in a form 8822 for a change of address and eventually the IRS will mail the check out again. Next year, before you file, review the return carefully to avoid issues like this again.
