Are you actually self-employed? If so, you are required to pay self-employment tax on self-employment income of $400 or more.

See https://www.irs.gov/businesses/small-businesses-self-employed/self-employed-individuals-tax-center

[note that the social security/medicare contributions paid by your employer are irrelevant for this purpose]

The maximum Social Security wage base for 2022 is $147,000. If you make more than that at your W-2 job, then you will not have to pay the Social Security portion of self-employment tax on any schedule C income. You will still have to pay the Medicare portion of self-employment tax. If you earn less than the Social Security maximum wage base at your W-2 job, you will have to pay the Social Security portion of self-employment tax until your net earnings and wages equal the Social Security wage base.
