Will the IRS notify the taxpayer if the RMD penalty is waved after filing Form 5329 asking for asking for the waiver?
Yes, on page 8 of the 5329 instructions it says: "The IRS will review the information you provide and decide whether to grant your request for a waiver."
If denied, it will give you the penalty and send you a letter explaining the denial. IRS does not do these very fast.

In many cases there is no notification of granting the waiver, so no news is good news. If the IRS denies the waiver, which would be unusual, they'll bill for the penalty.
