Why when working on putting in a 1099R from a rollover do I keep encountering questions about disaster relief? Is this a mistake in the programming?

This is just to report a roll over from one account to another so do I say that this wasn't income?

Customers are currently experiencing an issue where they are going through the 1099R flow, and when asked Was this a Qualified Disaster Distribution?  They answer "No" they are still sent through the Qualified Disaster Distribution flow.

Please note,  you can answer no to these questions and when asked "What type of disaster affected you in 2017?" leave the selection blank and hit continue.

This will not affect any calculations and you will be able to E-file.
