Why when entering income from a 1099-G form (state refund) TurboTax returns the error, in red print, "You already have entered amounts for this state or locality"?

When I have entered no other state data except estimated tax payments.

If you prepared your 2016 tax return with TurboTax, your state and local tax refunds were brought forward to your 2017 return, so you don't need to enter your 1099-G.
