Why is TurboTax telling me i need to file form 8959 when I am below the income threshold?

Why is TurboTax telling me i need to upgrade to TurboTax Do It Yourself Deluxe to file form 8959 when I am below the income threshold?

Some folks have apparently seen that form be required, if the $$ in box 6 of the W-2 , are not exactly 1.45% of box 5.

One thing that has worked for some, is to drop the cents in the box 6 value.  There may be some strange rounding issue that's messing it up, and being a bit below 1.45% isn't usually an issue.
