I am having the same problem with the Desktop Edition. Have 1099-R with code 7 (I'm over 60), and unlike 2024 version, not being prompted about rolling over to Roth IRA. I could go edit "part B" of the 1099-R in forms, but I don't trust that the logic will work correctly.
If the IRA/SEP/SIMPLE box on the Form 1099-R is not marked, the distribution is not from an IRA. Only distributions from an IRA are reportable on Form 8606.
If the distribution is from an IRA and you indicated that the distribution was all RMD, no rollover or Roth conversion is permitted.

I have figured out the logic bug in EasyStep. TurboTax remembered the 1099-R from last year, when I also did a Roth conversion. No amount of editing the entry through EasyStep would offer the rollover.
But when I deleted the saved 1099-R, and created one from scratch, there was a first dialog question (a bunch of boxes) for "Conversion." In that case, with the code of 7, and the IRA/SEP/SIMPLE box checked, it did proceed to additional pages for Roth conversion, and generated form 8606-T.
The introduction of this new first page broke the code logic for processing saved 1099-R's.
Now that you mention it, after the code update, I did the same thing ie deleted my 1099b entry and then readded it. All good.
