One of the questions following the main form, several questions on, there is a question like shown below. IF you have valid $$ amount in box 2a, that is lower than box 1...answer Yes and the value of box 2a will be used . (but you might need to delete your CSA-1099-R first and re-enter it from scratch...not sure of that though)
(the text of the question is misleading, and differs from prior years, though it's use is the same...we're trying to get TTX to change the text as noted)

To clarify, are you seeing a different amount on your Form 1040 line 5b?

Thank you for the response. I never got to the point where the 1040 was populated.
However, I was finally able to get Turbo Tax to come up with the taxable income that matched Box 2a. I deleted the CSA 1099R that I had loaded digitally and input the data manually. I still had trouble until I left blank 2 of the 4 questions on the final screen before Turbo Tax showed the calculation. I answered the date when I started my annuity (used next day after my retirement effective date) and entered the total amount I had contributed in my career (Box 9b of CSA 1099R) . I left blank the question asking for my age at the time of the start of my annuity and the question asking for how much of my contribution amount I had accounted for up to this year. When I went to the next screen, Turbo Tax "calculated" my taxable income which matched my CSA 1099R.
Oh I'm getting frustrated. These new questions for the OPM 1099 are crazy. I have tried answering as the previous folks have suggested and software is still taxing the full amount of the distribution versus box 2A. This has never been an issue in the past.
Help.
Make sure you check your actual 1040 form after answering the questions as we've suggested. Some of the summary displays only show the total $$ entered, while the actual amount showing up as taxable income for OPM pensions will show up on line 5b of the 1040..(though, if you've entered some other non-IRA pension $$, like a TSP distribution, that will add into that line 5b too)

Beyond what we've suggested as the apparent proper steps....Customer Support:
When I completed the questions for my CSA 1099R, Turbo Tax calculated a taxable amount that matched Box 2a on my CSA 1099R. However, when I completed the return and took a look at the 1040 SR, the amount on line 5b is wrong. It is neither the gross amount in Box 1 nor the correct amount in Box 2a. How do I get the correct entry for line 5b?
At this point, working thru this Forum really can't help.
Either:
Delete that CSA-1099-R entirely and re-enter to see what happens

This is the worst Turbo Tax ever. I've never had a problem inputting the the taxable amount from the OPM 1099-R Form. I'm done with TurboTax.
Are you reporting an Office of Personnel Management CSA-1099-R or a CSF 1099-R? Are you able to reach the screens that show the Simplified method result?
Does your form report $0 in box 2a? Or something else?
Does your form report code 7 in box 7 or something else?
Please post. Someone here may be able to assist.
Thank you SteamTrain for your solution. It helped me immensely continue with my tax return after being stuck for a solution.
I tried the "Yes" radio button and it still uses the calculated amount and not that shown by OPM on the CSA form. I tried modifying the worksheet numbers and that didn't work either. Can Turbo Tax correct this software?
Sorry, I didn't delete the original entry for the CSA 1099R. If it's deleted and re-entered, "answering "yes" to the question works.
