If you only entered social security income, it is not taxable and your taxable income is 0.
But line 7 is gross income
And I must file to be eligible for the stimulus payment
And if you only have SS it is not taxable and isn't included in gross income. And you can't efile a return with no taxable income. If you want to file you will have to print and mail it. Or you can try adding $1 of interest to let you efile. Make up a fake 1099Int.
I don't think you need to file a tax return.
In a previous news release, the IRS said:

Yes. The IRS will use the information on the Form SSA-1099 or Form RRB-1099 to generate Economic Impact Payments to recipients of benefits reflected in the Form SSA-1099 or Form RRB-1099 who are not required to file a tax return and did not file a return for 2019 or 2018. This includes senior citizens, Social Security recipients and railroad retirees who are not otherwise required to file a tax return.
Since the IRS would not have information regarding any dependents for these people, each person would receive $1,200 per person, without the additional amount for any dependents at this time.
I hope that's right because if I had to try to find a paper copy then fill it out it would be next February before I got anything and to make up a 1099 you have to have a identifying number
But the conoravirus .gov site said people who's only income was social security had to file a simple return

NOW if you read that statement carefully ... if you DO have qualifying dependents under the age of 17 to claim for the extra $500 then you WILL need to file an abbreviated return ... more details to come on this method.
If you do not file a 2019 return then the extra amount can be received by filing a 2020 return next year.
