Why am I being taxed over 30 percent on a 1099 I had received in 2018

I assume this is a 1099R and if under 59 1/2 you probably have a 10% penalty for early withdrawal plus income taxes.

In addition there are other items and credit that might be impacted due to higher income on the return.
