Why am I being asked by the irs for copies of all the 1099 forms when they should have been sent in when filed

Sometimes the IRS requests copies of tax documents from you so that they can compare your entries with the documents or with the documents they received from the issuers of the documents.   Provide them with the copies they asked you for so that you can receive your refund.

You are probably being asked not for all 1099 forms but all forms that show federal withholding.

Read the letter carefully.

Regardless, once  your return is in this state, expect many months to go by before you hear from IRS again.
