While entering 1099-q state-to-state rollover should I select origin state or destination state?

While entering 1099-q state-to-state rollover should I select origin state or destination state? The question on the form is "Select the state that sponsors the qualified tuition plan". But since we've done rollover from state to another state I am not sure which state it's asking about. I assumed it's the state I rolled over into since IRS can lookup the state I am rolling from based on Payer's FIN but want to confirm

Yes, it is the state you are rolling over to since that is the purpose of the form to report where it is going. 

The form itself has the distribution which is the "from" plan.
