Where do I enter gross distribution on1099R There is no box 1. starts with box 3.

What form are you trying to enter?  Social Security benefits reported on a SSA-1099?  Or Railroad Retirement benefits reported on a RRB-1099-R?  Something else?

Please verify that you are in the correct section of TurboTax. Please follow these steps to get to the retirement section for Form 1099-R:

1. Click on "Search" on the top right and type “1099-R”  
2. Click on “Jump to 1099-R”
3. Click "Continue" and enter the information from your 1099-R

Or use these steps:

1. Click "Wages & Income" (under Federal) on the left
2. Scroll down and click "Show more" next to "Retirement Plans and Social Security"
3. Scroll down and click "Start" next to "IRA, 401(k), Pension Plan (1099-R)" 

To enter Social Security income (Form SSA-1099 or RRB-1099):

1. Click "Wages & Income" (under Federal) on the left
2. Scroll down and click "Show more" next to "Retirement Plans and Social Security"
3. Scroll down and click "Start" next to "Social Security (SSA-1099, RRB-1099)"

A Form SSA-1099 or RRB-1099 is to be entered in the Social Security section.  A Form 1099-R is to be entered in the IRA, 401(k) , Pension Plan Withdrawals section.  Do not confuse one with the other.
