When will Turbotax add the IRS instructions related to disaster distributions regarding a retirement account withdrawl?

If you are referring to a Covid-19 withdrawal from a retirement account , the TurboTax editions have all been updated to include Form 8915-E as of 02/26/2021.

If you have already entered a Form 1099-R please delete the form and re-enter manually.  The Covid-19 question will be available after the form has been entered.

so far I've tried three tax programs including TurboTax Online, for a COVID distribution with part paid back.

all three give different taxable amount on Line 4b.

I don't think TurboTax is correct.
