When it says taxes withheld from w2 &1099 on my w2 form box #7 social security tips I have a dollar amount is that where the 1099 is being taken from?

No... you do not have a separate 1099 form ... just the W-2.  And if you add box 3 & 7 together you get the amount in box 5 ... when you are a tipped employee the wages & tips are entered in separate boxes for clarity but it doesn't effect anything else. 

That  "taxes withheld from W-2 & 1099" simply means all the W-2 box 2 & 1099 box 4 withholdings are added together on that line.
