When I finish a 1099R I check the line "+ ADD ANOTHER 1099R your form goes to the wrong page. "LET'S get your tax info." and shows a selection of bank options"

That is correct.

It does that because there are many Banks and Brokerages that will allow you to import their 1099-R forms.

Of course there are many more that won't. So when you see the Bank/Brokerage...Don't Select Any !

.....just go to the button at the bottom that says "I'll type it in myself" ...and continue on to enter it manually.

currently there is no such button on Desktop

In TurboTax Desktop:

select federal taxes
Select Wages & Income
Select I'll choose what I work on
Select IRA, 401(k), Pension Plan Withdrawals (1099-R) under Retirement Plans and Social Security
On the Your 1099-R summary screen, select the blue button with that says Add another 109-R.
