The IRS does not accept decimal values anyway, and will expect the final totals on your tax return to be rounded by the tax software regardless.

I can confirm that by using round numbers that add up, it does indeed work. Seems like an area for further refinement of error messages, as another combination of numbers from a different 1099-q transaction worked without error.
