Although you should have received separate code 2 (before age 59½) and code 7 (after age 59½) Forms 1099-R, code 2 and code 7 both indicate there is no early-distribution penalty.  I don't think that TurboTax uses the answer to this question for anything and goes by the distribution code instead, but to make sure that TurboTax treats this as not subject to penalty, answer "No, I did not take the money out before age 59½."

Did you check the box for IRA/SEP/SIMPLE by mistake?  It should not be checked if you did not have a withdrawal from any of those type of accounts.

What is the code in box 7 of the Form 1099-R?

If you were age 59 1/2 in 2018 you should have received two Form 1099-R's.  One with a code 2 in box 7 for the time you were under age 59 1/2 and one with a code 7 in box 7 when you were age 59 1/2 and older.

I only received one 1099-R for a retired military pension; box 7 on that form indicates distribution code 7.

If you were under age 59 1/2 for any part of 2018 then that is why you are being asked the age related questions since your 1099-R has a code of 7 for Normal Distribution.
