Or did you mean that you also worked for the Social Security Administration and need your employee W-2 for working at SSA? If so, you'd likely be able to get a copy from your SSA Human Resources/Payroll dept.
As for the City of Austin, the fastest and most straightforward way is to get a copy of your W-2 from City of Austin's human resources (I presume Texas, but you didn't say what state). They will be accustomed to helping employees who lost or didn't receive their W-2.
If this is indeed for Austin, Texas, I looked around on the City of Austin website, and at the Human Resources page linked below, scroll down to the contact info for the Payroll Division. Under Payroll Division it says: "For issues regarding City of Austin employee Paychecks, Direct Deposits, W-2, and related items."
