We owed money for 2018 income tax year. We have been doing monthly payments to IRS in 2019. Does that get reported in the 2019 income tax?

No, the payments you have been making are not deductible and do not get entered on your 2019 return.  The IRS already knows about your payments.  If you still owe, and your 2019 return shows a refund, the IRS will take your refund up to the amount you still owe.
