TurboTax says we owe NY state 191.00 but NY does not tax social security benefits or our pension since it comes from NY state. Can the 191.00 be right?

Are you sure the $191 isn't for something else?

Anyhow, you need to EDIT that 1099-R form and make sure you select the proper NY State retirement type in the followup question...(example from another year shown below) . You may have not done that selection yet...or not properly:
