Turbo tax made an error on my return. I am retired, my tax rate is "0", I received my complete refund but yet TT states that I need to file an extimated tax.

Why would I need to file an estimated tax when my tax liability is 0?  I redid my taxes on another site and it had all of the same figures but did not require an estimation.

It sounds like that if next year everything will be similar to this year, no estimated tax needs to be completed.  The Turbo Tax information about estimated tax is just information.  So ignore and go on.
