Look at box 3 and box 4 of your W-2.  If the amount of taxes withheld in box 4 is greater then 6.2% of the amount in box 3, even if by $0.01 cent, then there is an excess of taxes withheld.  You an remove any cents from the amount in box 4 and that should remove the requirement to upgrade.
