Turbo tax did not consider my WV taxes that was withheld. amount withheld was $ 264. amount due was $266.

You cannot pay state taxes due from a Federal refund. You must pay them yourself.

That being said, go back to Federal > Wages and Income, and check your W-2 and 1099 data entry.  Be sure you indicated WV as the correct state, and input the state withholding amount. 

Or did you instead make estimated tax payment sot the state?
