Trying to determine basis for retirement income. Box 2a has amount of 12.92 and so does box 14. Listed as a taxable state amount. Is this the basis?

Box 2a and box 14 of the 1099R are showing you what is taxable income.

If the amount in box 1 is higher that the box 2a, the difference is most likely your basis as it is not taxable to you.
