You cannot upload more than one file. Therefore, if your 8453 and 1099 are separate PDFs, you will not be able to attach both forms.

You can combine your 8453 and 1099 into one file and then upload that file as an attachment and e-file. However, you will need PDF software that supports merging (inserting) forms from one PDF into another (so you only have one file). 

I have attached an example.

Yes. Helpful. Intuit needs to better explain that only 1 attachment can be added and forms must be combined. The intuit instructions imply nt other software is needed. I had to get a trial copy of adobe to make this work.

Are you sure about the fact that a pdf combined with 8453 is actually sent to the IRS?

 

From the discussion below I surmise that the IRS is not sent the 8453 at all and it is only for Intuit to keep for their records.

TurboTax is an authorized return originator. They certify to the IRS that every return they submit is signed by the taxpayer. So, the IRS does not receive a signed copy of form 8453-S, the signed copy is retained by Turbotax as proof that you signed the form giving them authorization to file it. TurboTax is authorized to file the return after getting your signed approval.
