Include the Form 1099-R reporting the distribution, along with the withholdings, as part of your tax return. The withholdings will be added to other withholdings reported in your return and will go toward your overall tax liability with the excess included as part of your tax refund.
Other than filing it with your tax return, there is not a way to get the amount directly refunded to you.
