This process is backwards... I have a 1099-r from my mothers pension after death. Why can’t I start there with scanning into the app?

No. You cannot scan documents into the software. The ONLY document that can be entered by taking a photo is a W-2 in the mobile app. All other documents must either be keyed in by hand, or if you have an online account with a particular financial institution that is partnered with TurboTax to allow import of data, you may be able to import the data into the software.
