It is typical for the state box to be empty on a Form 1099-NEC or 1099-K. 

When you enter the form into TurboTax, the income from the federal tax return will flow to your resident state tax return (if you are in a state that requires you to file one) unless you go into the state tax return information in TurboTax and adjust it.
