The excess Roth IRA contribution could be carried over from a previous year. Your allowable Roth IRA contribution can be limited by the amount of your earned income. It can't be more than your earned income or if your income is over a certain amount it is not allowed either, as detailed in this chart from the IRS:
It would remain an excess contribution until you defunded it or abstained from IRA contributions in future years until you used up the excess amount. If you find that you did not have an excess Roth IRA contribution in previous years, then you can try to delete the Form 5329 as follows:
1. Choose the Tax Tools option on your left menu bar
2. Choose Tools
3. Choose the Delete a form option under Other Helpful links
4. Find the Form 5329 in the list of forms and delete it
If that doesn't work, you can try entering an excess contribution and then deleting it and the associated form 5329.
